Slow JDBC fetch from Impala HS2

The fix for HIVE-20621 leads to poor performance fetching from Impala since isHasResultSet is not set by Impala. The existing logic calls getOperationStatus() on every row fetched which severely impacts fetch performance and also results in a completion message being logged for each row.
