Refine standalone-metastore module pom.xml files

In HIVE-25774,  we added ASF license for newly created files in standalone-metastore, but we may face the same issue latter on. The Jira tries to investigate if we can provide some common ways to make sure that the newly added source files contain the ASF license information.
