RecordReader support for static row-filtering

ORC-577 enables row-level filtering for the ORC format while HIVE-23167 is aiming to extend the existing compiler logic and push filters further down the pipeline wherever possible.

In this jira we extend the HIVE Record readers to utilize the above filtering functionality (similar to what we already do for PPD).
