Do not create (HD)FS directory when creating a table stored and managed by other systems

    Description

      When creating a table in HMS, a (HD)FS directory will be created even for the table even for table stored and managed by other systems specified by Hive Storage Handler. It is ideal to skip directory creation in such case (same for dropping a table).
