Cost based choice for rewrite during Automatic Indexing

After processing a predicate, there are potentially multiple index rewrites possible. Currently, we just choose the first one. However, there are probably heuristics for choosing certain rewrites over others, based on potential time savings. See IndexWhereProcessor for a good place to do this.
