Disable falling back to non-cbo for SemanticException for tests

    Description

      Currently optimizer falls back to non-cbo path if cbo path throws an exception of type SemanticException. This might be eclipsing some genuine issues within cbo-path.
      We would like to turn off the fall back mechanism for tests to see if there are indeed genuine issues/bugs within cbo path.
