Optimize the namenode format code logic.

1. https://issues.apache.org/jira/browse/HDFS-17277 Some invalid codes have been deleted in, but there is still one line of invalid code that has not been deleted.

2. Additionally, optimize resource closure logic and use 'try-with-resources' processing.
