Empty hadoop-client-api artifacts on maven central

I observed that for at least version 3.2.3 the artifacts on maven central for the shaded jars of both hadoop-client-api and hadoop-client-runtime are empty, i.e. of ~45KB size and do not contain any class files if extracted (or listed with "jar tf").

I've come across this e-mail thread suggesting that there was the same problem with version 3.3.3, which appears to be fixed. Version 3.2.3 is mentioned as well, could it be that this version simply wasn't re-released?
