Support resolvePath() in DistributedFileSystem for federated HDFS

DistributedFileSystem needs to support resolvePath() similar to ViewFileSystem since DistributedFileSystem can be used to talk to Router FileSystem. The clients like Hive need the functionality to determine the physical clusters to choose the data copy vs. move if src and dest are on different physical clusters although they are on the same router file system.
