Description

Leveraging ~~HDFS-13408~~ to randomize baseDir for MiniDFSCluster in TestBlockScanner can keep some of them from failing on Windows after testAppendWhileScanning errors out with All datanodes [DatanodeInfoWithStorage[127.0.0.1:56189,DS-9a496701-4007-4592-879c-1d364d4811aa,DISK]] are bad. Aborting... and does not release MiniDFSCluster base directory.
