Allow users implement and register ConnectionRegistry by themselves

We use ServiceLoader to load the ConnectionRegistryURIFactory, so it is possible for users to implement their own ConnectionRegistry and ConnectionRegistryURIFactory, but we need to change the IA annotation for these two classes, maybe a new type of IA.LimitedPrivate.
