Spark-hbase support for 'startWith' predicate.

Currently, spark-hbase connector doesn't support stringStartWith predicate and completely ignores it. This is a disadvantage compared to the Apache Phoenix connector and the old SHC (Hortonworks spark-hbase connector). It would be nice if we also have this functionality in the actual connector.
