Backport ~~HBASE-26524~~ Support remove coprocessor by class name via alter table command to branch-2

We modified this patch and does not throw IllegalArgumentException when calling TableDescriptorBuilder#removeCoprocessor if coprocessor does not. That is the major difference from ~~HBASE-26524~~ and the client API of TableDescriptorBuilder#removeCoprocessor is still compatible.
