Remove MetaTableLocator usages in non-migration code

After HBASE-26193, we store the meta region location in master local region and zookeeper is just a mirror, but in our code base, sometimes we still get the location from zookeeper.

We should change them all to use the data from master local region, i.e, by reading from meta location cache or assignment manager.
