[Flakey Tests] branch-2 TestReadReplicas#testVerifySecondaryAbilityToReadWithOnFiles

This test fails for me locally every time. Looking at TestReadReplicas, a few do a reset of the cluster after some configuration. Let me just break these out to be their own test. When I do this, the test that fails for me starts passing.
