Align the internal.protobuf.version in hbase-protocol-shaded with hbase-thirdparty

The hbase-thirdparty-3.2.0 has already bumped the protobuf version to 3.11.4 but in hbase-protocol-shaded we still use 3.5.1-1.

It has already been done in HBASE-24119 for master branch, let's also do this on branch-2 and branch-2.3.
