Adapt dev-support release-related scripts to function for artifacts from our various repositories

Looks like there's just a few assumptions we can unwind between the output of create-release and the input to hbase-vote.sh that will allow for these tools to be used for the operator-tools repo. We should work through these for all of our relevant side-repos.
