WebHDFS Based Export Snapshot will fail if hfile is in archive directory

    Description

      We we use ExportSnapshot based on WebHDFS and some hfiles are not in data directory(like archive directory), the MapReduce will fail because that no FileNotFoundException will be thrown when fs is instance of WebHdfsFileSystem
