Also send requests to secondary replicas if primary replica fail within the timeout

For now we will only request the secondary replicas if the primary replica does not respond within the timeout. If it fails immediately we will finish the request without sending requests to secondary replicas. This is different with the sync client implementation. Let's change the behavior.
