    Description

      HBASE-21034 provides a new throttle type: capacity unit, but the throttling exception is confusing:

at org.apache.hadoop.hbase.quotas.TimeBasedLimiter.checkQuota(TimeBasedLimiter.java:179)

      Need to make the exception more clearly.
