ensure WAL code no longer presumes colocation with region storage

make sure that places where the WAL is using per-region storage do so without breaking the RegionStorage abstraction.

e.g.

hbase-server/src/main/java/org/apache/hadoop/hbase/regionserver/SplitLogWorker.java

Probably more in HRegion or SplitLogManager too.
