Rewrite restore with Procedure V2

    Description

      Currently restore is driven by RestoreClientImpl#restore().

      This issue rewrites the flow using Procedure V2.

      RestoreTablesProcedure would replace RestoreClientImpl.
      Main logic would be driven by executeFromState() method.
