Cleanup HFileOutputFormat legacy code

HFileOutputFormat methods route to their HFileOutputFormat2 counterparts. Replace all calls to HFileOutputFormat with HFileOutputFormat2 equivalents.

In the spirit of cleanup, add @Override annotations and helper methods that do not require the use of deprecated classes such as HTable.
