Port HADOOP-7070 to branch-1

Without HADOOP-7070, it is impossible to use secured Hadoop inside an application that relies on other JAAS configurations. This is the case for at least a secure HBase which currently needs an external JAAS configuration for secure ZooKeeper access concurrent with secure access to HDFS.
