S3A: update AWS sdk versions to 2.23.5 and 1.12.599

Move up to the most recent versions of the v2 sdk, with a v1 update just to keep some CVE checking happy.

The v1 SDK is only used for testing...it is not bundled or declared as a dependency of the hadoop-aws module
