Description

~~HADOOP-16830~~/~~HADOOP-17271~~ renamed DELEGATION_TOKENS_ISSUED to DELEGATION_TOKENS_ISSUED while trying to unify naming. This breaks downstream code.

Fix: revert back the name change.
