Javadoc warnings and errors are ignored in the precommit jobs

    Description

      After changing the JDK from OracleJDK to the OpenJDK packaged in Ubuntu, javadoc warnings and errors are not shown in the precommit Jenkins jobs.

      In Ubuntu/Debian, doclint is not enabled by default:
