Use "PlaneAngle" from "Commons Numbers"

Module commons-numbers-angle contains utilities that should not be duplicated here. [Anything general enough that is missing there should be the object of a "feature request".]

In particular, should we consider having an argument of type PlaneAngle wherever an angle is used?
