Change Cache XML parser to be less restrictive on element ordering

Allow the cache XML to be less explicit on element ordering when parsing. The current XSD mimics the restrictive ordering of the old DTD. We should be able to loosen those restrictions where it won't introduce an object dependency ordering issue.
