Improve dependency management for building docs

Our nightly docs builds currently fail: https://ci.apache.org/builders/flink-docs-master/

I will file an issue with JIRA to fix it. The root cause is that we rely on a couple of dependencies to be installed. We could circumvent this by providing a Ruby Gemfile that we can then use to load necessary dependencies.
