PyFlink end-to-end test fails in GHA

ERROR: pip's dependency resolver does not currently take into account all the packages that are installed. This behaviour is the source of the following dependency conflicts.
conda 23.5.2 requires ruamel-yaml<0.18,>=0.11.14, but you have ruamel-yaml 0.18.5 which is incompatible.
