Generate the same code for the same logic

Generate the same code for the same logic, so that we may reuse the generated code between different jobs. This is the precondition for FLINK-28691. The current issue is we use a self-incrementing counter in CodeGenUtils#newName, it means we could not get the same generated class between two queries even when they are exactly the same.
