Runtime Filter should not be applied if the field is already filtered by DPP

Currently, the runtime filter and DPP may take effect on the same key. In this case, the runtime filter may be redundant because the data may have been filtered out by the DPP. We should avoid this because redundant runtime filters can have negative effects.
