Unified the Cpu of JobManager Name

To set the jm CPU of the Yarn, use the `yarn.appmaster.vcores`. To set the jm cpu of the k8s, use `kubernetes.jobmanager.cpu`. when there are yarn and k8s clusters, managing these configurations is difficult. Add a unified name for them for ease of use.
