Add links to docs and JIRA issues in FlinkML roadmap

The FlinkML vision and roadmap doc lists a number of features we aim to have in FlinkML.

It would be helpful to newcomers if each feature linked to its corresponding JIRA issue, and already implemented features to their page in the docs.
