Exception thrown from JobMaster.startScheduling() may be ignored.

Currently JobMaster.resetAndStartScheduler() invokes startScheduling() in a thenRun clause without exceptionally or handle to handle exceptions. The job may hang if an exception is thrown when starting scheduling, e.g. failed to create operator coordinators.
