ORIENTATION_CHANGE no longer gets dispatched on android when orientation or aspect ratio changes

Steps to reproduce:
1. Run attached application
2. Press Button to change aspectRatio of the stage

This worked until recently on all devices, now works on all but android

Actual Results:
ORIENTATION_CHANGE event is not fired (you know this b/c the textarea is still empty)

Expected Results:

ORIENTATION_CHANGE event is fired
