Make ActionBar content transitions not introduce additional lag, or remove content transitions.

From today's Android phone and Galaxy Tab performance review. Enabling ActionBar content transitions seems to increase the amount of lag between initiating a view transition and when that transition begins. Removing the content transitions and transitioning the entire ActionBar with the view makes the lag acceptable.

The agreement we reached today is this: if we can figure out how to make the content transitions implementation as fast as the transition with the whole ActionBar, then we can preserve the content transitions. If this is not possible, then we have to turn off the content transitions for this release.
