Holiday functianality not working

holiday set is not rescheduling the installments of both existing loans(even after scheduler job runs successfully ) and new loans created

To reproduce

1. Create and activate a holiday

2. Create/approve/disburse a loan in such a way the installment falls on the created holiday date.

• expected behavior- the system should have rescheduled the installment as per the holiday configured, but it doesn't.
