Add testcontainers Support for Phoenix

The phoenix storage use the mini queryserver as test framework, it is required to bundle the Hadoop 3 (rebuild HBase with Hadoop 3). If you found that exists a phoenix docker images (based on Phoenix 5 and PQS 6), it is best to use it as the default test framework.
