put binary artifacts under a top-level release directory

Currently all bin, lib, etc, conf folder are packed as the top-level directory in the binary tar.gz as:

./bin/

./conf/

./jars/

...

It would be nice to put them under a top level directory 

./apache-crail-1.1-incubating-bin/conf...
