Controls for adding pom via http/file-upload should be mutually exclusive

When adding maven projects, the fact that both the URL and file upload controls are visible simultaneously is misleading. Having both present suggests both options are meaningful together. Additionally, what is required to successfully add a project is difficult to determine visually since indicating both, a particular one or none of them as required is inaccurate.
