Ability to attach a file from the working copy to an email notification

A third party tool used during the build generates a text file in the working directory. We need to attach the file to the email notification.

This might be addressed by the concept of pluggable notifiers, so that we could write a new notifier that knows about this file, and drop it into Continuum.
