Update CDVWKWebViewEngine plugin to use 4.0.x branch code

    Description

      Currently using 4.0.x branch code does not compile:
      1. Missing initWithWebView selector in CDVPlugin (File plugin) fixed in CB-8659
      2. Missing NSDictionary+CordovaPreferences.h header (make Public) done
      3. Add "#import <Cordova/NSDictionary+CordovaPreferences.h>" to top of CDVWKWebViewEngine.m done
      4. Update the README to reflect usage of 4.0.x done
