Windows 8.1 builds don't work with Visual Studio 2017

    Description

      Building Windows Phone 8.1 is not possible at all because there is no Emulator for VS2017,
      building for Windows 8.1 is not possible because WinJS is missing which is probably also part of something that is not there any more.
