Re-integrate splashscreen back into the core platform

After the Core Plugin Audit, it was decided that we should move Splashscreen back into the core platform, since most applications have a splashscreen, and most of the issues related to the splashscreen failure appear to actually be caused by the decoupling that was originally done.
