navigator.notification.confirm sometimes doesn't display

    Description

      I have had several reports that occasionally, our android app enters a state where, when calling navigator.notification.confirm, the dialog fails to display. I was able to plug in and view logcat output during one occurrence of this. Nothing unusual presented itself in the log.

      The app behaves as if the dialog were in view, but the screen does not dim, and the dialog itself is not in view. However, tapping in the area of the screen where the dialog should be displayed does nothing, and tapping outside its area requires one tap before doing anything (as if the dialog were there, tapping outside the screen dismisses it, then it is back to normal functionality).

      When the app gets into this state, it doesn't fix itself without killing and restarting the app. All instances of this bug occurred after having the app backgrounded for several days and then foregrounding it. I cannot predictably reproduce this bug, but I have seen it occur several times.
