Make concurrent_index_builders configurable at runtime

CASSANDRA-17781 introduced the YAML option concurrent_index_builders to allow us to configure index building independently of compaction. We need to be able to adjust this after index building starts without a restart. (In some cases, we might do it in conjunction w/ nodetool stop, but it depends on the level of ongoing disruption.)
