Publish shaded JVM dtest JAR on release

    Description

      Currently, projects that depend on the shaded JVM dtest JAR need to clone apache/cassandra and build it themselves. Would be great to have these published on each release of Cassandra, so we can treat it as a normal dependency in adjacent projects.
