Compaction NullPointerException when changing neverPurgeTombstones from true to false

When changing neverPurgeTombstones from true to false we have a few fields in CompactionController nulled out; this means that ongoing compactions might get exceptions.

This is a pretty infrequent edge case so ok putting this trunk only and back-porting if someone runs into it on other versions.
